I think that a fight or disagreement between animals is a very common theme in many stories. I think that it represents a fight or struggle between humans as well. It is human/animal nature to want to be the most powerful. This doesn't always mean who is the strongest. In this story the mouse comes out alive and fine however the bear comes out looking like a stronger animal. It is the struggle to survive.
